The Visegrad Academy of Cultural Management 2 (VACuM)

The Visegrad Academy of Cultural Management 2 (VACuM) is the 2nd edition of 12 months training for young professionals working in cultural field in the Visegrad Group (V4): Czech Republic, Hungary, Poland, Slovakia and the Eastern Partnership states (EaP): Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
Addressed to young managers, it aims at deepening competences in cultural and community policies and management, strengthening democratic transition, facilitating integration and international cooperation.
VACuM is not an academic or a study visit programme. It is a TAILOR-MADE TRAINING for young but already experienced cultural managers, designed in a way which allows its participants to carry on professional tasks, improve competencies and build cooperation networks between EU and EaP countries.
20 professionals from 10 countries, who will be selected to participate in VACuM, will deepen their knowlegde and develop managerial skills needed for cultural cooperation and reform processes in their countries.
Candidates
VACuM is addressed to cultural managers from public and private organizations and institutions. Its candidates should have basic knowledge about European, national and regional cultural policies and min. 2 years’ experience in management of cultural/artistic projects addressed to local or international communities.
The selection of participants will be done by an international panel of experts. It will be based on evaluation of applications (submitted on-line) and include: analysis of candidates qualifications and professional experience, and quality of the project (submitted on-line) which will be implemented during the course. Because VACuM is conducted only in English, its participants must have a fluent command of this language.

March-May 2018:
practical phase in home countries (work on the project, study visit)
27 May-30 May 2018:
evaluation session and Diploma Seminar, Krakow, PL
Note: all participants have to attend 2 educational sessions and the Diploma Seminar, without exception.
Methodology
The course contains: 2 educational sessions: one in Slovakia and one in Ukraine (each 7 days long); development of a project in a home country and a study visit in one of V4 or EaP countries (organized and covered by participants); and 1 Diploma Seminar (2 days) in Poland.
The training consists of theoretical contributions and practical inputs of experts and practitioners and includes:
- intervention of lecturers who not only lecture on their topic but also debate with the participants.
- workshops in small groups and interacting on participants’ respective experiences/projects and topics tackled. Training format in the workshops is based on a “peer to peer” methodology.
- creative sector and cultural projects case studies organized in the cities where the training will take place.
Other obligatory components are: implementation of a project submitted at the application stage and study visit organized by each participant. (Please note that Organizers cannot cover costs connected to this phase).
Expertise
VACuM is a unique initiative based on collaboration of Villa Decius Association (Poland) with Association Marcel Hicter for Cultural Democracy (Belgium) and Bratislava International School of Liberal Arts (Slovakia), Cultural Industries Association (Ukraine), Arts and Theatre Institute (Czech Republic), European Cultural Foundation Budapest (Hungary), Public Advocacy (Georgia), ExStereo (Moldova) and Theatre for Changes (Armenia).
The expertise of the Villa Decius Association is based on numerous international educational initiatives incl. 16 editions of the Visegrad Summer School and 1 edition of VACuM (2014-15). Over the years its 750 Alumni have taken important positions in their countries and institutions of EU, carrying on the ideas of cooperation.
The Marcel Hicter Association’s flagship programme is the European Diploma in Cultural Project Management which has been completed, over 26 years, by more than 600 cultural managers from Europe, Africa, Asia and America. Most of them hold key positions in cultural cooperation projects and programmes.
Financial participation
Most of the expenses of VACuM are covered by the Organizer and the partners.
Each participant or an organization he/she works for, is obliged to cover costs of travel, health insurance and visa. The Organizer will assist participants in obtaining a Schengen visa in their home country.
